Short answer: home EV charger installation in Oman means fitting a Mode 3 AC wallbox — typically 7.4 kW on a single-phase supply, or 11 kW to 22 kW on three-phase — on its own dedicated circuit beside where the car parks. You cannot just buy one and screw it to the wall. Under the Authority for Public Services Regulation's Decision 15/2023 no private charging point may be installed without the electricity distributor's approval, the work must be done by an approved contractor and by or under the direct supervision of a Licensed Electrician, and the distributor inspects the job before energising it.

What a home EV charger actually is
A wallbox is not really a charger: the AC-to-DC conversion happens inside the car, and the box on your wall is a protected supply point that meters out current. Charging splits into four modes. Mode 1 is a bare household socket, which Nama's own guidance calls unsafe, slow — up to 20 hours — and "not approved by the Authority of Public Services Regulation". Mode 3 is the proper wallbox, "suitable for home connections" in Nama's words. Mode 4 is DC fast charging and belongs at a public station. A home charging station in Oman therefore means a Mode 3 AC unit with a Type 2 socket or tethered cable. If your car's port is loose or scorched, have the charging port repaired first.
Charger sizes, speed, and single versus three phase
The US Department of Energy's Alternative Fuels Data Center sets the baseline: Level 1 runs at 120 V and about 1.9 kW, adding "approximately 5 miles of range per 1 hour of charging", roughly 8 km/h; Level 2 at 240 V, with most residential units "delivering 7.2 kW", adds about 25 miles per hour, roughly 40 km/h. Wallbox's datasheet for the Pulsar Plus shows the three standard sizes: 7.4 kW at 32 A single phase, 11 kW at 16 A three phase and 22 kW at 32 A three phase, all Mode 3 with a Type 2 connector to IEC 62196-2.

The 11 kW and 22 kW figures are scaled from the AFDC number and are approximate. Two limits decide your size. The supply comes first: OES-4 sets Oman's rated service voltage at "415/240 V ± 6%", 50 Hz, and notes that where standards such as BS 7671 and IEC 60364 refer to 400/230 V, the Omani figures replace them. The car is the second limit — many EVs accept only 11 kW on AC and gain nothing from a 22 kW unit. What the rules in Oman require
Oman regulated EV charging in 2023. APSR Decision No. 15/2023 set the procedures, and its published text is blunt: no charging point may be built or installed without the approval of the licensed electricity distributor, the work goes through a contractor, and the owner of a private point may not let anyone else use it commercially. Four requirements matter.
- Prior approval. Nama's EV charger page and its connection manual are unambiguous: no charging point may be installed without Nama's approval. Applications go to the address Nama publishes, EVcharger@distribution.nama.om, on its EV Charger Connection Application Form.
- Approved contractor and Licensed Electrician. Nama requires a contractor approved by the licensee, and standard OES-4 states that "all electrical installation works shall be carried out by or under the direct supervision of a Licensed Electrician".
- Design before work. OES-4 requires design documentation — single line diagram, layout, cable sizing and load calculations — submitted to the distributor "before commencement of any electrical work, large or small". Nama also asks for ID, krooki and proof of ownership, a no-objection letter from the property owner, and equipment datasheets with IEC lab certificates.
- Inspection before energising. OES-4 states that work is inspected and tested by the distributor's electrical inspector and "will be connected to the power supply only after the work is checked and approved".
Nama processes an application within ten working days, tells a rejected applicant why, and allows an appeal to Nama and then to the Authority, whose decision is final. No official source states how long the physical work takes.
What a proper installation involves
- Site survey. Where the car parks, how far that is from the consumer unit, and what the cable route looks like — the biggest cost driver.
- Load check. The AFDC warns that some homes lack the capacity for Level 2 equipment and that an electrician must establish this first. OES-4 turns that into a required load calculation.
- Dedicated circuit, breaker and RCD. OES-4 section 12.5 requires overcurrent protection by an individual device at every charging point, and RCD protection covering DC faults, at 30 mA for domestic installations. Wallbox quotes 30 mA AC and 6 mA DC detection to IEC 62955.
- Cable sized for voltage drop. OES-4 caps voltage drop at 4% on non-lighting circuits, which is why a charger at the end of a long driveway needs thicker, costlier cable.
- Earthing and bonding. OES-4 notes that older installations without an earth electrode, or with combined neutral and earth, may need protection that disconnects automatically above 70 V between the protective conductor and earth. This is where a simple job stops being simple.
- Mounting and ingress protection. OES-4 requires a minimum IP 44 outdoors, plus mechanical protection such as bollards where impact is foreseeable.
- Testing and commissioning. Every installation is tested before energising, with earth continuity not exceeding 0.5 ohm.

Villas, apartments and rented parking in Muscat
A villa you own is the straightforward case: the approval is yours to apply for, and Nama states that consumption at private charging points is billed on the approved tariff schedule according to the subscriber's consumption category — your normal residential bands. Rented property and apartments are where most Muscat enquiries stall. Nama's rule is explicit: the property owner is responsible for a private charging point, and a tenant must obtain written consent from the owner before installing or operating one. A tenant or apartment resident therefore starts with the landlord, not the charger supplier, and the application's no-objection letter is where that consent is proved. One further rule catches people out in shared parking: a private charging point owner may not let others use it commercially, so splitting a wallbox with neighbours for money is not a private installation.
What drives the cost, and what home charging costs to run
No installation price is published in Oman — no official tariff and no regulated fee from APSR or Nama, which says only that connection fees apply as for any property supply and only where the supply needs an upgrade. Compare written quotations, and expect them to move on four things: the distance from the consumer unit to the parking bay, whether the board has spare capacity or needs a sub-board or upgrade, how awkward the route is, and the charger itself.
Running cost is where published numbers settle it. Oman's residential tariff for a primary account, unchanged since January 2025, is 14 baisa per kWh for the first 4,000 kWh, then 18 baisa to 6,000 kWh and 32 baisa above that. Public charging is priced from 1 October 2026: Times of Oman reported 50 baisa per kWh for chargers of 90 kW or less, 90 baisa for 91 to 180 kW and 120 baisa for 181 kW or more.

The first band is roughly 3.6 times cheaper per kWh than the slowest public rate and about 8.6 times cheaper than the fastest. Two caveats: the 14 baisa rate covers only the first 4,000 kWh, so a household running air conditioning and a charger through July can cross into the 18 and 32 baisa bands, and neither announcement states a VAT position. Heat, dust and where to mount the charger
Ambient temperature is the detail most buyers skip, and in Oman it matters most. Wallbox's datasheet for the Pulsar Plus gives an operating range of −25 °C to 40 °C and an IP54 rating, while Muscat's mean daily maximum in June is above 40 °C and inland stations recorded readings near 49 °C in July 2026. That does not mean wallboxes fail here; it means you should check the rated ambient temperature of the unit you buy and site it where it is not baking — a shaded wall or covered carport, not a west-facing elevation in full sun.
